The EUR-OCEANS management structure consists of
- 3 Governing Bodies: General Assembly, Executive Committee, Network's Steering Committee (NSC);
- 4 Advisory Councils: Scientific, Intellectual Property, Gender Equality, and EUR-OCEANS Institute;
Governing bodies
The General Assembly (Assembly) is composed of one main representative and one substitute for each Member Organisation of EUR-OCEANS, i.e. each European research organisations where one or several Network's Principal Investigators (PIs) are working. The Assembly approves the general political, strategic and financial orientation of the Network, and decides on changes in membership (inclusion, withdrawal or exclusion of members); it appoints its members to the Executive Committee; it normally meets electronically, at least once a year.
The Executive Committee (Executive) consists of the Scientific and Deputy Scientific Directors, the Administrative and Financial Coordinator, one Work Package or System Leader and three members of the Assembly. The Executive is responsible for the current affairs of the Network, and for the implementation of the decisions made by the Network’s Steering Committee and, if necessary, approved by the Assembly; it meets electronically or physically.
The Network's Steering Committee (NSC) consists of the Scientific and Deputy Scientific Directors, the Administrative and Financial Coordinator, the ten WP Leaders, the seven System Leaders and the Chairs of two councils: Gender Equality and EUR-OCEANS Institute. The NSC is responsible for the overall direction of the Network, and for the integration within the Network; it meets at least twice a year, electronically or physically.
The Administrative and Financial Coordinator (AFC; France innovation Scientifique et Transfert , FIST S.A. ) implements the administrative and financial decisions of the Assembly, the Executive and the NSC, within the framework set by the European Commission and under the authority of the Executive. The Scientific Director and Deputy Scientific Director are jointly responsible for all scientific aspects of the Network, in particular the implementation of the JPA. They work closely with the AFC , and the WP and System Leaders.
The Executive Director is employed by the Network. She works under the direction of the Scientific and Deputy Scientific Directors to execute the decisions of the Assembly, the Executive and the NSC, in close coordination with the AFC and the project team.
Advisory Councils
The Scientific Council (SC) consists of independent external experts. The SC: advises the Assembly, the Executive and/or the NSC on the Network’s scientific orientations, the implementation of the JPA, the results obtained and other scientific issues.
The Intellectual Property Council (IPC) consists of representatives of the Members, who are Intellectual Property (IP) experts or persons entitled to speak on behalf of the member organisations concerning IP issues. The IPC makes recommendations to the Assembly, the Executive and/or the NSC on IP issues.
The Gender Equality Council (GEC) consists of 7 PIs; its Chair is member of the NSC. The GEC makes recommendations to the Assembly, the Executive and/or the NSC on gender issues through its Gender Action Plan.
The EUR-OCEANS Institute Council (EIC) consists of the Scientific and Deputy Scientific Directors, EUR-OCEANS PIs and representatives of national Research Agencies; its Chair is member of the NSC. The EIC makes recommendations to the Assembly, the Executive and/or the NSC on the development and implementation of the EUR-OCEANS Institute, which is to follow the EUR-OCEANS Network.
